Under Philippine law (RA 6969), the responsibility for hazardous waste lies with the generator from its creation to its final, safe disposal. This is known as the "cradle-to-grave" principle. It's a strict liability standard, meaning you are responsible for any environmental damage your waste causes, even after it leaves your facility. Step 1: The Hazardous Waste Generator ID (HWG ID)

Before you can do anything else, your facility must be registered with the DENR-EMB as a Hazardous Waste Generator. Securing an HWG ID is the first and most crucial step. This ID officially recognizes your facility as a source of hazardous waste and enrolls you in the DENR's tracking system. Without an HWG ID, you cannot legally store, transport, or treat your waste.

Step 2: The Manifest System - Tracking from Source to TSD

Once waste is ready for transport, a 'cradle-to-grave' manifest document is created. This multi-part form tracks the waste's journey. It is signed by you (the generator), the DENR-accredited transporter, and finally, the DENR-accredited Treatment, Storage, and Disposal (TSD) facility. Each party keeps a copy, creating an unbroken chain of custody.

Step 3: The Certificate of Treatment (COT) - Closing the Loop

After the TSD facility receives and processes your waste, they have a legal obligation to issue you a Certificate of Treatment (COT). This is your ultimate proof of compliance. The COT confirms that your hazardous waste was treated and disposed of in accordance with environmental laws. Without this certificate, you have no official proof that you fulfilled your 'cradle-to-grave' responsibility. It is the final, essential document that closes the loop on your liability.
