Any project that may significantly affect the environment in the Philippines must undergo an Environmental Impact Assessment (EIA). For larger or environmentally critical projects, an Environmental Impact Statement (EIS) is required. Both are mandatory under Presidential Decree 1586 and the Philippine Environmental Impact Statement System.

What Is an Environmental Impact Assessment (EIA)?

What is an Environmental Impact Statement (EIS)?

  • Environmental Management Plan (EMP)
  • Mitigation and monitoring measures

The EIS is submitted to EMB Central or Regional Offices for review and approval. Only after EIS approval can an Environmental Compliance Certificate (ECC) be issued.

EIA / EIS Application Process (Step-by-Step)

    Project Screening

    Determine project classification (Category A or B), confirm if an IEE or EIS is required, and identify EMB Regional Office jurisdiction.

    Scoping

    Determine the environmental components to study (air, water, soil, biodiversity), identify sensitive receptors and affected communities, and align scope with EMB guidelines.

    Environmental Study Preparation

    Collect baseline data, conduct field inspections and sampling, and prepare IEE or EIS document with EMP and monitoring plan.

    EMB Submission

    Submit required copies to DENR / EMB, pay filing fees, and respond to EMB clarifications.

  5. 5

    Review and Approval

    EMB conducts technical evaluation and site inspection, project may be asked to revise documents, and ECC is issued after approval.
