An Environmental Compliance Certificate (ECC) is a mandatory permit issued by the Department of Environment and Natural Resources – Environmental Management Bureau (DENR-EMB) for projects that may cause significant environmental impact. No project covered under the Philippine EIS System may legally proceed without a valid ECC.
